A brown water advisory has been issued at Kahului Harbor after high surf sent coastal waters into foliage and other areas above the normal high-water mark, including roadways, the state Department of Health announced Monday.
The public should stay out of coastal waters that appear brown due to possible runoff containing chemicals, patho-gens and debris, the department said.
